HALLS ROAD IMPROVEMENTS COMMITTEE
REGULAR MEETING MINUTES
November 1, 2018
Meeting Date: Thursday, November 1, 2018, 6:30 p.m.
Location: Old Lyme Town Hall, Mezzanine Conference Room.
Committee members in attendance: BJ Bernblum, Howard Margules, Edie Twining, Ray Thompson, Mike Reiter, Bonnie Reemsnyder, ex officio.
Additional people in attendance: Alex Twining.
1. Call to order. 6:40 p.m.
2. Approval of minutes. Edie moves to approve, Howard seconds the motion, all approve.
3. Lieutenant River park status report.
Great effort by the group! OL public works came through after, finished the cleanup, removed some trees and extended the edges of the cleaned area as well. Discussed option of bringing in a landscape architect to give advice on how to lay out area.
4. CERC status report.
Economic Development Commission met with Board of Selectman and then Board of Finance to advocate for funding CERC proposal. Boards~entertained information but did not take action. Bonnie also brought proposal to Chair of Chamber of Commerce, who will share with his board. Next step, Boards of Selectmen and Finance must vote on proposal which, if affirmative, would mean bringing it to a special town meeting for consideration and approval.
5. YUDW status report and public meeting.
Committee met with YUDW at their office in New Haven on October 25 to discuss status of designs and plan for next steps. Alex Twining reviewed his assessment of the YUDW notional plans, how he thinks different options can be combined and what he thinks is the best way to organize the concepts for the next town meeting. One goal of the design continues to be “park once, walk around to all the stores.” Need to be mindful of traffic on Halls Road if there is traffic jam or accident on I 95. Discussed how to approach next town meeting to best explain the ideas we’re looking at, the benefits and issues, and to get useful feedback. Alex, Bonnie and BJ will meet again with YUDW on November 2nd to discuss further their designs and to plan for town meeting.
6. Discussion of Facebook page and website.
Included in CERC proposal. Topic postponed until decision made on CERC proposal.
7. Lyme Academy College of Fine Arts.
Committee provided update on Lyme Academy of Fine Arts status.
